General Changhsnn, Governor of Nanking, was appointed Military Inspector of the Southern Yangtsze, and will operate against the Northern ICiangsu rebels. His troops threatened to loot Nanking if he left, whereupon Changhsun obtained 300,000 dollars to pay them as a basis of their accompanying him. Fengkuochang, the new Governor, paid two-thirds of the sum and. the Chamber of Commerce the other third.
