Mr Taft- will despatch to Congress a special message covering the report ot the Tariff Board regarding Schedule iS. of the Pavrie Tariff Act. The President recommends a reduction in the rates on wools and woollen goods. The report shows that, with the existing duties on manv c!asscs : of woollen manufactures the prohibition is greatly m excess ot the difference in the cost of production in the United States and abroad. The dutios are so arranged as to entirely krep out from the United States the finer, quality which, if imported, could he used as a snbstitrite for cheap stuffs now utilised. Mr Taft -urges prompt action. "
