London, December 20. The Times' Sofia correspondent reports that a train load of war material from Germany lias arrived on tho Turco-Servian frontier_ en route to Salonika and Constantinople. War preparations are rapidly progressing in the vilayets, especially in Albania and the vicinity of Montenegro. Five thousand men will shortly reinforce the Scutari troops.
