OAMARU BOROUGH COUNCIL.

Last night's meeting of the Borough Council was attended by Councillors Milligan • (in the : 'c}iair), Snadden, Clarke, Mdhan,. Grave,' Searle, Mitchell, Ireland, Paterspn, and Watson. Leave of absence was granted -to his Worship the Mayor (Dr M'Adam) aticl •Councillor Miller. 1 , B. de Lambert, on behalf, of a number of residents of Hull street west, -wrote in reply to the Council's resolution to undertake the asphalting of footpath when the residents pay half 7 S 'jcost of lcerbiiig. Mr de Lambert stated ; fthat lie had made an attempt to col- ' *)eet this amount in order to have the work done for the winter months, but residents objected, to the- extra charge since they failed to see why they should be called on to pay half-cost of kerbing in order that asphalting might bo done, when in many other cases pro-perty-owners had-not been asked to do so. The footpath was, without exception, the worst' in Oamaru, and residents were making no unreasonable request, but merely asking the Council to carry out a /work the h'alf-cost of which they had already paid. The letter was, endorsed by Smith and Co., Lunan Dewar, H. R. Peterie, if. W. Organ, and the Hill Tennis Club. Downie, Stewart and Payne, acting 011 behalf of M'rS Margaret■ Riddel!j of I'apakaio, wrote regarding transfer of land used as a water-race. They suggested an agreement similar to that made with the Gilchrist Estate, except that the amount of compensation payable in the event of the cutting-off of the water supply be not fixed. —Re- 1 ferred to special committee set lip to deal with'water-race bridges. I'urther replies were received to Town , Clerk's inquiry as to the. powers of chairmen of committees in other boroughs. Greymouth had no standing i committees, Devonport gave no extra • poivers; Wanganui, chairmen had power , to call meetings of committee; Hast-

ings, Mayor was chairman of committees : Lyttelton, a little latitude was allowed the chairman of works in respect of minor work in connection with general maintenance only: Roslyn, Mayor was chairman of committees, and Mt. Eden, Mayor had no extra powers. The New Zealand Insurance Comiianv. South British and Ocean Accident applied'"for the employers' indemi,:,y insurance business. —Referred to Finance C'ommitte, with power to act. Mr T. T-T. The Rev. W. -J. Williams, on behalf of i!:e Wesley- Church Trustees, asked that a gas lamp he placed in front of the church in Eden street, on the terms and conditions usually required in such a easo. —-Request to be granted. Juiss Constance Grenfell, on behalf of the Wesley Young Women's Bible Class, requested permission to use the open space near the flag pole in the Gardens for the purpose of playing basket ball. An J-acre would be required; and it would be necessary to erect two Sit poles on which to hang the baskets. Request acceded to. A. Aitkcn, as secretary of the Druids' Lodge Entertainment Committee, made provisional application for use of Ta!;aro Park on Coronation Day morning for a football match between the Druids of Port Chalmers and Oarnaru. The idea was to make a novel affair of the event and take up a collection on behalf of the new park fund.—Resolved that owing to park being required for other purposes Council regretted that consent could not be given.

The County Clerk (Mr James Martin) forwarded a petition presented to the County CounciTin error by seven ratepayers, asking that the boundary road south of Oarnaru, between Greta street and Wharfe street he formed, as at the present time it was unfit for vehicular traffic. —Dealt with' in committee's renort.

IT. Grenfell, secretary of the Beautifying Society, conveyed a number of r,->cjnests in regard to the planting of Thaws street. The Committee further rep'orted that it had no recommendation tf"> make re the licensing of lodging-houses.—Adopted. Frith be informed that the Council will give np its interest in the improvements on section 5. block VII.;* for the sum of £SO, provided that the wooden '.building is- removed- from the section before the valuation is made, and that Mr Frith bears the cost of any deed necessary for the variation of the terms of the lease. Councillor Watson objected to the cost of main being taken into consideration with regard to the present applications only. ! The report v.'as adopted. A committee consisting of the Mayor. Councillors Searle, Grave, and Mitchell ,vas constituted to consider matters in

eonnection with water-race bridges. The following building applications were granted-:—John Allan for John Orr, additions and alterations to dwelling oil section 14, block 6, Coquet street: Mr Bcswick, additions to residence in wood and iron for E. Wright on section 10, block 79. Greta street: same, house and also stable in wood and iron for W. M. M'Kenzie on section 7, block 17, Trent street; G. W. '.Frier, dwelling in wood and iron on 'section 1, block 42, Greta and Wansibeck streets; Wm. Duncan, building in iwood and iron for Mrs Helson on part section 13, block S, France street v.Tait and Wallace, dwelling ill wood and iron for W. J. M'lnt-osli on section 1, block 27, Wharfe street. It was resolved that Mr Allen be informed in connection with, the construction of a building that had been erected without- a permit that the building must be constructed in accordance with the by-law. . . A resolution was adopted authorising t-lie imposition of a 10 per cent, penalty on all rates six months overdue and 'unpaid after June 20. The Council rose at 11 o'clock.
