M. Millerand declined the port [olio ofiPublic AVorks owing to M. Briand refusing to promise that the Ministerial programme should not include a denial of the light of coalition to employees in the public scrvic.n. It is expected that 31. Briand will amend the trade union laws in the direction of imposing specially /penalties,on any association organising a stoppage of the means of public communication and exciting to sabotage or practising intimidation. ;
