In the House of Representatives Mr Hughes, in moving the second reading of the Arbitration Act. said it was intended to express the final views of the Government on what the Commonwealth industrial legislation should be. One amendment would aim at meeting the case of the unemployed. Mr Hughes said tiie Government intended to take an early referendum for an amendment of the constitution, so as to give power to legislate on the whole field of industrial questions.
