The Vossische Zeitung affirms the existence of a tacit understanding between Britain and Germany since King Edward's visit to_ Kronberg in 19i!S, ::ddiiig that the Kaiser had convinced King Edward that the German programme merely corresponded to the needs of Germany's commerce and defence. The Y.cssische mentions the possibility of a limitation of armaments when the German Navy A,ct is executed, and considers a general conference of naval powers as a necessary preliminary. It adds that Britain never proposed such a step. If Britain considers a conference has any chance of success Germany will certainly jiot refuse to participate.
