WAITAKI COUNTY COUNCIL.

Tin' monthly meeting held this afternoon in the County Chambers was attended by Messrs D. Sutherland man). Xicolson. Borrie, Xewlands, Oats. Dovey, and Wylie. Accounts to the value of £lslO 15s lOd general account, and £77 5s lOd Papakaio water-race account were passed for payment.

.Certificates of renewed slaughterhouse licenses were forwarded by the Agricultural Department as follows: I). Morrison, Herbert; D. and E. Lefevre. Hampden; A. H. M'Kinnon, Kuro'w: J. N. ?dcssrs Lee. Grave and Grave applied on behalf of Mr George Adams, jun., I'-ir the Council's consent to a waterrace granted by the Warden's Court, subject to the 'Council offering no objection. The race was not a new one, but the title was simply being transferred.—Agreed ~ to. subject to Engineer's approval. The Im-iicc County Council forwarded

:; circular motion in regard to facilities for collection of rates, and asked the Council's support. The motion was in the direction of making it" compulsory for ov. tiers and conveyancers of property to give,, notice of change of ownership or occupancy. —It was agreed to co-operate with the Bruce Council in the matter.

Messrs Hislop and Creagh requested the Council to take the necessary steps to close the road between sections 91 and 112, block V., Otepopo district, an exchange of land having been effected. —The necessary steps to be taken to have the transfer effected. The secretary of the N.O. A. and P. Association wrote conveying the Association's thanks to the Council for the use of tlie Council room for meetings, and also for the privilege of storing records in the Council strong-room.— Received.

Mr Ryan and a number of Balruddcry settlers waited on the Council wjth regard to the quota the settlers were prepared to pay in connection with the bridge at Balruddery. Mr Ryan, as spokesman, said the settlers were willing to give a guarantee that the amount would bo paid within one month after the lender was accepted, but could not see their way to pay cash down in advance as asked by the Council.

The Council decided to accept the settlers' offer and to put the work in hand at once. Messrs Ellis and M'Gregor, of Kauroo Hill, waited on the Council to ask for a deviation of the road at the top of their section on Raupoo Creek. The deviation would affect only about oneeighth of an acre and four or five chains of fencing It was agreed that the applicants' should send a written apidication to the County Council, which would be forwarded to the Land Board, with a recommendation that it be given effect to. Messrs Lee, Grave and Grave, acting on behalf of Mr Charles White, of Papakaio, claimed from the Council the sum of £3O, being amount of damages sustained by Mr White, owing to the overflow of water from the race passing through his property. The matter was left in the hands of Mr Borrie and the Engineer to enquire into and report at next meeting.

Mr John Mahoney waited on the Council with respect to the conditio:) of a road leading to his property at Enfield which was impassable. The road was a district one. Mr Mahoney said that during the recent woi, weather ho was prepared to : end a team to do the ploughing, but the surfncavian said ho was told not to touch the road.

Mr Wylie said the work was necessary, as the road was a direct one from Enfield to Maheno. The matter was left in the hands of the Engineer, to report at next meeting.

The Warden's Office, Naseby, forwarded a return of revenue payable to the Waitaki Council for the half-vear ended June 30, 1910.—Received.

A number of letters wore received requesting the Council to repair or improve roads in various portions of the coui'trv. They were dealt with as follows : W. Milne. Ardgowan, a request for metal or shingle on the Parson CrecK road. —Engineer to report at next meeting. W. -P. Xolan, stationmastcr. Ngapnra, a complaint regarding the condition of the road fronting his residence.'—Left to Chairman and Engineer to dealt wit!). A petition from '2O ratepayers resident on Cormaeks-Kakanui Road and district adjoining drawing attention to the state of the read between the Waiareka Creek and the boundary of the Waiareka riding, and requesting that the road he metalled. Mr W. Cowan, .iunr., personally waited on the Council to urge the request of the applicants. The matter was referred to the Engineer for report as to cost. I From Basil Seth-Smith, Tilverstowe, bringing under the notice of the CounI cil the rory had approaches to the bridges over the Waiaroka at Queen's Mat, and also that at Pig Island. With a very little levelling and a few loads of gravel a good approach could be made.—Left to the Chairman and Engineer to deal with. Robert Blair Paton called attention to the state of the side road leading from the Alain Road to his property, about a mile north of Pukeuri School. —Referred to the Engineer. "Mrs A. J. Burnett, Peebles, .wroce asking the Council to metal a piece of road about 10 chains in length leading from the Main Road to her gate.—Referred to the Engineer. Hugh Clark, Ardgowan, requested an improvement to Hhe condition of the road opposite section 9S, Ardgowan, and thence to Ardgowan creamery.— Referred to Engineer. Twenty-nine ratepayers drew attention to the impassable state of road between Ngapara and the junction of the Tussocky Road and Ngapara-George-town Road, and asked that the same bo gravelled at the earliest opportunity.

Messrs Goo. M'Donald and A. Westlake personally waited on the Council to support the petition. The matter was referred to the Engineer for report to next meeting.

J. C. Milligan" called attention to the very bad state of the road near the first tunnel on the Windsor-Livingstone lino, on the Ngapara side of the tunnel. —The Engineer was authorised to instruct the surfaceman to do the work.

The Public . Works Department forwarded authority for the expenditure of £775 (£1 for £1) on the Kakanui River bridge (Balruddery). .Final, payment of the grant would not be. made until the Engineer certified that the work had been duly completed.—lt was decided to call for tenders.

J. R. Hillj Weston, complained that two of his paddocks were being flooded [ by water from culverts, and he asked leave to divert the course of the water. —The-, matter was left to the Chairman and Engineer to deal with. John R. S. Wait, Windsor Park, in reference to the widening of the road running through the properties of the

late Dr Wait and himself situated' between Georgetown and Ngapara, asked that the transfer of the land required for the purpose might be completed.— The matter was left in the hands of the Chairman, Clerk, and Engineer to arrange.

Mr B. Seth-Smith, as lion, secretary of the Ngapara Cemetery Committee, asked what would he the cost of fencing the section, and whether the Council would grant the assistance of the Engineer to survey the land into sections.— The Chairman said he had explaihed'thewhole position to Mr M'Culloch, and the writer was referred to that gentleman.

Hastie requested the Council's permission to connect a pipe-drain with the sewer running down the Woollen Factory lane and discharging on the beach. —Left to the member of the riding and the Engineer with power to act. B. Houston, C.E., on behalf of Miss M'Donald, asked permission to lay a across Springfield and Fortifications road, connecting Miss M'Donald's lime kilns with the main trunk line at White Craig siding.—Permission granted.' Mrs John Paton, Papakaio, applied for permission to take water from irrigation race-by means-of an inch and a-lialf ' pipe across the county road. The block which she desired to water contained 22 acres. —Mrs Paton to he granted a three-quarter-inch pipe at an annual charge of £3. Robert Baird, Meadowbank, brought under the Council's notice the dangerous habit of cyclists riding on the footpath without lights. Two women residents, the writer stated, had been injured in one week through being run into. into. —The Chairman stated that he had asked the police to prosecute any one offending in this respect. Nine settlers petitioned the Council to have that part of Aitclieson's road (Steward Settlement) leading from section SOa t« Aitclieson's Siding gravelled. —The matter was left in the hands of the Engineer. A letter from J. M. Smith with respect to the state of the road leading to his section, and pointing out that two steep grades between where it had been formed and his section made accessible to the latter impossible, was referred to Mr Newlands and the Engineer for report. Mr Borrie gave notice to move that the following rates be struck for the ensuing- year:—Moeraki 11-lGd, Otepopo id, Incholme --id, Kakanui fd, Waiareka Jd, Papakaio id, Awamoko id, Otekaike -id, Ahuriri" sd. These rates were estimated to produce £9lßl Is.
