As tho result of the conference in London, and welcomed in South Wales, the owners have agreed that the abnormal places question remain m status quo. A ballot is being arranged. THE RAILWAY PAY-ROLL. Received March 31, at 11.34 p.m. New York, March 31. All the railroads comprising the Pennsylvania svstem allowed the Pennsylvania Railroad's example, and are increasing wages 6 per cent., affecting 195,000 men, adding two millions to the pay roll.
