M. de Blowitz, the Times' Paris correspondent, says the relations between France and England are very delicate. Received November 2, at midnight London, November 2.
Mr W. H. Fisher, Junior Lord of the Treasury, and Ministerial whip, speaking at Fulhara, stated that he had seen despatches showing that the French Government had recalled Major Marchand. Mr Alters Douglas, First Commissioner of Works, speaking at Beal, said that Great Britain was willing to negotiate the delimitation of the Nile and Congo basins, making the Nile free to French commerce.

Several French newspapers declare that France will refuse to negotiate, but will await a favorable opportunity of re-open-ing the whole Egyptian question.

If the Turkish garrison is not withdrawn by Friday the Admirals of the foreign fleets will .loavo the island. The responsibility of the situation will rest with the Saltan, who has sent another note to the Powers claiming the right to maintain a small garrison in Crete as a tribute to his other prerogatives. Received November 3, at 11 a.m. Shanghai, November 2. The British warships afc Wei-hai-wei have been got ready for sea, and the warships at Chefoo are coaling with the utmost despatch. Cairo, November 2. The Egyptian Government intend to spend L 300.000 in tho construction of a railway from Atbara to Khartoum. Received Novembor 3, at 11.10 a.m. London, November 2. The Standard's Berlin correspondent states that France's efforts to obtain Russia's moral support in Fashoda have failed, and that owing to the taßk she has taken in the Far East Russia is not prepared to re-open tho Egyptian question. Received November 2, at 11 a.m. Paris, November 2. It is semi-oflicially affirmed here thab France has evacuated Fashoda without making any demands. The Paris papers hint that the Sultan will re-open the Egyptian question.
