The Spanish Peace Commissioners profess to be astounded at America claiming the Philippines, and there is a talk of a rupture in the negotiations. The replies from Washington state that if the acquisition exceeds the cost of the «rar it is probable that the balance (about thirty million dollars), will be handed to Spain. If America's terms are not accepted she will renew the war. London, November 1.
The Shikishima, a new warship built for Japan, has been launched on the Thames.
Constantinople, November 1. When the Emperor of Germany entered the Church of the Redeemer the choir sang " See the Conquering Hero Comes." The Emperor delivered a long address on the benefits of Christianity, and hoped peace on earth would be maintained. The Emperor renewed his ancestral oath bo serve the Lord, and advocated the union of all branches of the Christian Faith.

The Board of Trade inquiry into the burning of the ship Hellinswood, found that the fire was due to spontaneous combustion amongst the hides forming part of the cargo.
