(from our own correspondent.) Wellington, October 31. In the Council this afternoon the Aid to Public Works and Land Settlement Act Amendment Bill and Dairy Industry Bill passed their second reading. The following passed their second stages : Separate Institutions Bill, Inspection of Machinery Act Amendment Bill, and Government Loans to Local Bodies Act Amendment Bill. It was decided by 19 to 13 to insist on the amendments made in the Wages Protection Bill. The Workers Compensation Amendment Bill was recommitted, and by 17 to 16 clause 4 was restored to its original shape, providing that an employer shall be liable for all accidents unless serious and wilful misconduct on the part of an employee can be proved, negligence not entering into consideration. Clause 20, which had been struck out, was restored. It repeals the sections in the Mining and Coal Mine Acts, which declare all mining accidents to be prima facie evidence of negligence on the part of the proprietors. The Bill then passed its final stages. The Pharmacy Bill was committed, but progress was reported on clause 46. The Leases and Sales of Settled Estates Act Amendment Bill passed its final stage. The Council adjourned at 4.15.
