Lord Carnarvon, replying to a question as to the policy of the Government, declared that circumstances had not materially changed since Earl Derby's speech in November ; the rejection by Russia of mediation was no affront to England, adding that no one desired a repetition of the Crimean war. Wool unchanged ; New Zealand hemp, firm ; New Zealand four-and-a-half per cent, loan, 105.

London, January 5. A severe engagement took place at Teteven. The Russian loss was seven hundred. The Turks retreated with a loss of six hundred. (Col. Valentine) Baker Pasha is covering the retrept. Erzeronm is completely invested. The Russians will not bombard it. but will reduce it by famine, owing to a majority of the population being Christians. Austria declines to support the action of England. There is great agitation throughout England. There have been numerous extra Parliamentary speeches, It is stated that the Cabinet is divided. The Premier, Mr. Gathorne Hardy, and Lord Cairns are favouring the war sections, whilst Earls Salisbury, Carnarvon, Derby, and Mr. Cross are against war. The others are doubtful. Mukhtar Pasha has arrived at Sfcambonl. Cardinal Manning has proposed a conclave of cardinals at Malta. The Italian cardinals object. The Queen lias created a new order, the Imperial Crown of India, fur the reception of which females are eligible. Hemp is firm. *
(rEUTER'S Si'ECJAL. PER PRESS AGENCY.) Melbourne, January 7It is stated that the Government will purchase all the available gun-cotton for the purpose of manufacturing torpedoes to be placed at Williamstown for the defence of the port, as recommended by Sir William Jervois.
