(Per Ringarooma at the Bluff.) Melbourne, July 22. Parliament was mostly engaged during j tlie week in discussing the Railway Construction Bill, it being decided to rush it through as speedily as possible, as other colonies were also proceeding with contracts, and taking away contractors and men. Only one -petition has as yet been decided by the Election Committee, and that was in favour of a sitting member— Colonel Joseph Anderson, a Peninsula hero, aged 88. Sir W. Jervois has been very ill, but is now slowly recovering, though still unable to perform any duty. The cable remains interrupted between Penang and Singapore. The West Australian line is expected to be open for traffic at the end of next month. In the libel case against the proprie f or of the Police News, the jury was unable to agree. No date is yet fixed for the Financial Statement. It will probablvnot bs made until after the Railway Bill is disposed ' of. The weather has been cold, with heavy fogs. The-market is dull.
