INDIA AND THE EAST.
The correspondent of the Times of India considers that this is by far the worst famine ever experienced in Madras, and probably in India. The Government of Bombay has received an official letter from Lord Carnarvon on the famine. " Your Excellency in Council," says his lordship, " has addressed yourself to the duty of dealing, as far as human efforts can deal, with so fearful a calamity with a vigor and discrimination which merit my warmest praise." The Dutch seem to be getting over their troubles in Acheen. The blockade at Acheen has been at last raised. Disturbances and a small war threaten on the north-west frontier of India. The famine in Southern India is growing in intensity, and seriously affects Ceylon. The price of rice is very high, and crowds of families are flocking over here. The Ceylon Government will be forced to open relief funds. The German Minister is meditating between Spain and China. The Spanish Minister in the meantime has broken off diplomatic relations with the Chinese Government, and left the capital. The Spanish fleet of fourteen men-of-war has been ordered to China. The cause of the rupture is the unsettled claims of the Spanish Government.
