The following is a summary of the news brought by the Zealandia : The Tiincs Berlin correspondent says Russia serins to have d ci-ied upon a peculiar plan. She trusts she can support the strain of aprolongel mobilization than Turkey, and will, therefore, ktep her troops on the frontier, thus compelling Turkey to do the same. If Turkey follows Russia's example, it is expected that before ma-ay months the people will demand peace at any pr'ce. Russia has made fresh but unsuccessful attempts to raise a loan in Amsterdam, and Germany will be obliged to have recourse to an increase of her floating debt, and issue Treasury bonds. War preparations continue with energy, Servia is making an urgent appeal to the Western Cabinets to support her in refusing the demands of Turkey. A cable special says the German Government is in possession of ample proof of the existence of a large monastic conspiracy in France, to endeavor to promote Popery in that country for purposes hostile to Germany. The American ship George Green has been lost with all on board. The Times Paris special says it is affirmed on all hands that a brisk correspondence is progressing between Russia and Germany. Some assert that Russia wants to know whether she could enjoy the fruits of victory if she achieves one. The Porte has sent a despatch to its representatives abroad, giving notice of the appointment of three Christian Governors, and that reforms were proceeding immediately. The steamers George Cromwell, from Hull, and George Washington, from Halifax, the former with 301, and the latter with 31 passengers, have been totally lost. The Indians have captured a travelling party and slaughtered twenty. As soon as it was known that Turkey had made overtures to Servia, the Russian representatives at the various Courts declared that Russia had no objection to the conclusion of peace. The Pope has received students of the American College, who read an address and presented a sum of Peter's pence. The Pope, in reply, referred to the marvellous progress Catholicism was making in America. The cost of the relief works, and the measures to relieve the famine in Bombay and Madras, is estimated at six and a half millions sterling. The Servian General Totennateff was received at Pi'ague with incessant ovationsfavourable to Russia. The authorities interfered, and the police escorted him over the Saxony frontier, as he showed a disposition to resist force. The British ship Ada Teedale, bound for San Francisco with coal, has been totally destroyed by fire. The crew, numbering twenty-three, set out for Marquesas Island, over* 2000 miles distant. One boat capsized in a gale, but all were saved except one. After being twentysix days in open boats, and undergoing great suffering, they arrived safely, agin the event of war, a split is expected in the British Parliament, the Liberals dividing under the opposing leadership of the Marquis of Hartsngton and Mr. Gladstone, and the Conservatives dividing through known differences between Lord Salisbury and Lord Beaconsfield.
The Porte has warned Servia that no armistice will be granted beyond the Ist of March. Countess Howe, through grief at the death of her husband threw herself from a window and was killed. In the fire at Stonehall Coal Mine Bolton, lif teen persons were known to be killed. Commercial intercourse between Russia and China has been suspended owim* to Chinese suspicions being excited by Russian exploring expeditions. COMMERCIAL. Sax Francisco, Feb. 3.
