MUNICIPAL COUNCIL.
The adjourned special meeting of the Council was held la3fc night, at eight o'clock. Present His Worship the Mayor, and Councillors Headland, Booth,
Scott, Mainland, and Morton, the Council's Solicitor and Engineer being also in attendance.
The question of the application of the Messrs. Meek and Hay and Barr, re. Tramways, was again gone into, and after a lengthy discussion, extending over two hours, the Council unanimously decided to entertain tne matter upon the following conditions, in proposing which, however, it was stated that—
The Council recognises the desirability of giving every facility for the industry in which the applicants are engaged, and is desirous of assisting a3 muc:i as it can consistently with the protection of the public privileges ; but on careful consideration of t':ie plan as now brought forward, is un >.ble to accede to any proposal which will involve the use of turn-tables, except at street intersections.
If the promoters will modify their proposal, and lay down the tramway so that the near rail shall be 19ft. from the building line, the Council are willing to assist them in obtaining the permission of the Governor by recommencing the application, subject always to the promoters entering into a written agreement with the Council to the following effect : 1. That no traction engine shall be allowed to run on the line. 2. That the whole work be done to the entire satisfaction of the Municipal En-
gmeer. 3. That the rails rest on longitudinal sleepers, with tie sleeper.-*. 4. That the Council shall have the right at any time, without compensation, on giving six months' notice, to require the promoters to remove the tramway, and reinstate the road.
ij. The promoters to construct the line according to specifications to be approved by the Council. 6. The Tramway to be open to the public, at a rate of charges to be fixed by the Council, or by the Governor, from time to time.
7. The Council to have the power to construct other tramways leading to or Lorn the tramway line in question, and to use the said tramway at the same rates. • 8. The Council reserve the right to place a turn-table at the intersection of any street. 9. The agreement to be drawn Tip by the Council's Solicitor, and to be approved by the Council, the Council reserving to itself the right to insert such other provisions p.s may be deemed necessary or advisible. j>ee'.s corner. The Chairman read a telegram received from Mr. Knowles, the Under-Secretary for Public Works, with regard to the encroachment of the Railway Department upon Itchen-street, in which it was stated that the Government consider the matter one entirely coming -within the province of the Borough Council. His Worship stated that Mr. Lowe had forwarded a memorandum to Wellington, advising the granting of £9OO, but he believed the telegram and letter must have crossed each other on the way. The further consideration of the matter was deferred until the next ordinary meeting, and the Council adjourned at twenty minutes past ten o'clock.
