This means that if & a cabby sets down a fare to haveufl driiik he is called upon by the by-law to return to his rank until such time as the .fare shall have satisfied his thirst. The .committee promised to look carefully into Tie matter, but they could very well tiayel decided to recommend that the by-law be tartped out until such time as Dunedin developed a degree of traffic worth controlling. .•..*■
