President Coolidge, in a special message explaining the Government’s Nicaraguan policy to Congress, declared that war munitions supplied to the “revolutionists” bear evidence of having belonged to the Mexican Government. Re added that gun-runners to the Conservatives had apparently been outfitted in Mexico with the encouragement of Mexican officials. “Boats carrying these munitions were fitted out in Mexican ports. Some bear evidence of having belonged to the Mexican Government.” A SIGNIFICANT REFUSAL The message recalled that when the United States asked for the co-opera-tiqn of other States in imposing an embargo on the shipment ot arms to Nicaragua, Mexico did not respond, “but informed the American Ambasador in Mexico City that in the absence of manufacturing plants in Mexico making arms and ammunition the matter had little practical importance.” NEUTRAL ZONES DECLARED In announcing the establishment of two neutral zones in Nicaragua the State Department in a statement on Monday said: “The report from Admiral Latimer states that business along the Secondido River is paralysed. Property has been seized, and conditions are becoming serious so far as 'American lives are concerned.”
