SPANISH GOVERNOR STEPS IN CODE OF PENALTIES. Australian and N.Z. Cable Association. MADRID, January 24. Disturbances at football matches at San Sebastian caused the Governor to issue a code of penalties unique in the history of sport. For any insulting behaviour the home club will be fined 1000 pesetas, the referee 500, and each player 200. Anyone throwing stones will be imprisoned. If the offenders are minors, the parents must pay the fines. The Governor has also decreed that police guards must protect players on journeys.
