Pember Reeves urged that New Zealand should keep up the standard of immigrants at all costs. He would not say that English people were averse to coming to the Dominions, hot tho trouble was that 75 per cent, of the population was urban or surbnn, and not able to find a place in New Zealand. There was not a great surplus of agricultural labourers in England, and New Zealand should not grudge the expenditure on the selection of suitable immigrant*.
