Officials expect that no serious controversies will result from tho interStato Commerce Commission’s ruling providing preferential rail and water rates on goods exported or imported in American ships. One Government view is seemingly that its treaty obligations are not affected. It is expected that the decrease will be borne by the railways, leaving the steamship rates to be considered by themselves at the present levels.
