JAPANESE DISPLEASED. FIGHTING FOR CONTRACTS. Australian and N.Z. Cable Association. (Received March 20, 7.20 p.m.) WASHINGTON, March 19. The Shipping Board officials are not surprised at unfavourable foreign comment regarding the new rates. They declare that objections by the Japanese shipping interest undoubtedly are intended to protect the preferential contracts existing between two large American railways and two Japanese steamship companies. Commissioner Thompson has declared that this contractual relation has made the railroads the solicitors of freight for Japanese ships as against American vessels.
