LONDON, December 17. ■British sailors are surprised at the intention of the United States to appropriate 6* million dollars for the purpose of elevating gun turrets and giving the guns an increased range. A similar proposal previously was withdrawn when it was proved in 1922 that Britain was not raising the turrets of her ships, as it was believed in America that she was. While the recent statement is to the effect that elevation does not contravene the spirit and letter of the Washington Treaty, it conflicts with President Harding’s views. Legal experts differ in the in-> terpretation of certain clauses of the Treaty.
