Count Yamamoto, Premier of Japan, declared in an interview that- the earthquake, has effected understandings with America which the ablest men of both countries had previously endeavoured to obtain bv diplomatic means.

Adverting to the reconstruction policy, he said that Japan intend* to rely principally upon her own resources with the minimum of dependence upon outside aid. The Premier raid a.high tribute to the American Ambassador, Mr Wood#?, for his energy and devotion to tlio cowe of relief.
