MUNICIPAL RULE UNSOUND. RATES TO BE WITHHELD. Australian and N.Z. Cable Association. (Received October 12, 5.5 p.m.) LONDON, October 32. As a protest against the Socialist administration, a meeting of the ratepayers of Poplar, representing the largest undesrtakings of the borough, resolved to withhold payment of their rotes until they are assured by the council of ec-u-nd, careful, unseotional administration.
