SCRAPPING WARSHIPS

NO SECOND-HAND SALES. STRICT PROVISION. Australian, and N.Z. Caole Association. (Received October 11, 7.35 p.m.) WASHINGTON, October 10. The Navy Department received a number of inquiries from abroad regarding the sale of warships being scrapped under the terms of the Washington Armament Treaty, but it has announced that bids from foreign nations or Governments will not be considered. The terms of the sale specifically provide that the dismantling of the vessels must be done in America, and the purchaser can transfer them only to Americans. This step carries out the intention of the Washington Conference that the agreed amount of naval armament actually existing should be reduced, and not transferred.
