A LEVELLING-UP PROCESS. COMMITTEE'S REPORT. Australian and N.Z. Cable Association. DELHI, February 4. The Government has published the proposed bill, based upon the report of the Racial Distinction Committee, whose general eonclusione are that it would be easier and more practical to level up the rights of Indians than to level down the rights of Europeans. \ The bill removes the restrictions on and permits the trial of Europeans by a jury composed of not leas than half European, while Indian British subjects are entitled to a jury of which the ma-’ jority would be Indians. The rights of appeal of Indians and European® are also levelled up.
