RESTRICTIONS TO ARREST IT. Reuter’s Telegram. (Received September 2, 5.5 p.m.) BERLIN, September 1. ‘ With a view to arresting tho depreciation. of "the mark it is announced that the unrestricted import of raw tobacco has been prohibited. The import of various foodstuffs, is also being restricted. The export tax is to ! be raised GO per- cent, on September 3rd.
