AMERICAN OVERTURES TO RUSSIA. THE ECONOMIC " CONDITIONS. Australian and N.Z. Cable Association (Received September 1, 10.46 p.m.) WASHINGTON, August 81. It fa announced that Russia has not made a satisfactory response to the United States overtures for a commission to investigate Russian economio conditions. The State Department therefore considers the incident closed. The State Department announced that Mr Honghton, the United States Ambassador to Germany, at an informal luncheon to M. Krassin and M. Tohitcherin, in Berlin, asked them what the Soviet’s attitude was towards a United States Commission of technical experts to study and report on the economio situation in Russia. The mission would act strictly in accordance with the outline of Mr Hughes’s policy when he replied to the invitation to the Genoa Conference. The information supplied by the commission would aid the United States in determining what economio contribution it would be able to make towards the reconstruction of Russia.
