The “Svdnev Morning Herald” states that a Bill will he introduced during tho forthcoming Parliamentary session for the purpose of reforming the industrial arbitration system and assisting to solve the problem of industrial unrest. It will provide for the establishment of shop committees and industrial councils, and will partially substitute conciliation for compulsory arbitration. It will repeal the Board of Trade’s power to 15* the basic wage for Tural workers, and will give it power to award a wage rate below the basio rate where it is proved that an industry cannot afford to pay the ruling minimum wage.
