HOME RULE PROVISIONS St® THE WELSH AND THE SOOTS. The bill, presented by Mr Mon) Macdonald, and read a first time in tho House of Commons, “to provide for tho better government of Scotland and Wales. and for other matters relating thereto,” umljodfes proposals agreed to by a committee of M.P-’s who supported tho Parliamentary Relief Bill of Hot year, applying tbe principle of devolution also to England. According to the proposals. Parliaments of each, consisting of two Chambers, would be set up for Scotland and Wales. The Lower House, in the ease of Scotland, would be equal iu membership to the present representation at Westminster, and elected by tho same constituencies. Tho Lower House in Wales would consist of twice tho present representatives, each of the Welsh constituencies .being divided into two. The Upper House of the Scots Parliament Would be elected by the Lower House and would number 36 member®, while tho Welsh Senate, also of 36 members, would bo elected by the County Councils and Borough Councils, and two by tbe Council of the University of Wales.
