A NEW SHIPPING LINE. Australian and N.Z. Cable Association. (Received June 2, 8.40 p.m.) NEW YORK, June 1. As the result of the inability of American shipowners to arrive at an agreement with the London conference concerning South -African freight rates, the Shipping Board has announced that independent rates will be fixed for a new American line of seven vessels plying between New York and South Africa, the service beginning on June 24th. In order to enable American exporters to compete on an equal basis with the British, exporter to South Africa, the line will carry passengers also.
