The Press generally is of opinion that the new Cabinet’s days will be short. Another crisis is inevitable, owing to the Ministry’s narrow Parliamentary basis. Communist organs declare that the real cause of the crisis is not Upper Silesia, hut in the industrial magnates who desire. eventually, to take office, supported by people’s democratic parties, scrap Dr. Wirth’a taxation, eighthour day, and other industrial legislation throwing the burden of the reparation payments upon the workers-' UPPER BILESIA PROBLEM AMBASSADORS’ REPLY TO GERMANY. (Received October 31, 12.35 a.m.'PARIS, October 29. Replying to the German Note the Ambassadors’ Conference declares that the protest against the partition of Upper Silesia is unacceptable.
