JAPANESE FINANCE
NAVY AND ARMY EXPENDITURE. Australian and N.Z. Cable Association. TOKIO, October 28. It is announced that a tentative Budget has been drafted, providing for the expenditure ef 800 million dollars, of which 32 per cent., approximately 250 millions, is for the navy, and 18 per cent., approximately 160 millions, is for the army. The Government has admitted that it has doubts whether the amount asked for can be raised.
