POPLAR COUNCIL'S REFUSAL TO LEVY RATES. GREAT LABOUR DEMONSTRATION Reuter's Telegram. (Received August 30, 1.5 a.m.) LONDON, August 28. At a great demonstration at Tower Hill most of the East End suburban boroughs supported the Poplar Council’s recent refusal to levy rates, which occasioned a High Court judgment. Banners were carried bearing the inscription, “Poplar Councillors are determined to go to prison to secure equalisation of rates for. the poorer boroughs.” The speakers urged East Enders to begin a huge “No Rent, No Rates, No Taxes’* strike, stating that it would give the biggest victory Labour had ever won.

It is expected that the Poplar councillors will be rearrested this week.
