TREATY MODIFICATIONS

The Tiuks have been given clearly to understand that the suggested modifications in the Sevres Treaty are conditional on the Turks furnishing definite assurances that, they will act honourably. The withdrawal of the British tro.ops from Constantinople will not be carried out until the Turks demonstrate their honesty of purpose. The modifications are intended to enable Turkev to re-establish herself as a nation, remodelled upon modern European lines. She will be placed on an equal footing with other nation® as to the Dardanelles, and may possibly be offered the presidency of the Straits Commission. The League of Nations will probably appoint a neutral Governor at Smyrna. TURKEY BLAMES GREECE A REMINDER BY MR LLOYD GEORGE. (Received March 13, 5.5 p.m.) LONDON, March 12. An official communique states: After the presentation of the new proposals, the Turks entered a protest against the maintenance of a Greek garrison in Smyrna. They had accepted the proposed commission for Eastern Thrace, which they considered indispensable to Turkey. They cast on Greece all responsibility for The delay of peace in the East, and undertook to place proposals before the Government. _ . Mr Lloyd George reminded the Turks that the original proposal for an inquiry regarding Eastern Thrace was rejected by the Greeks, and only conditionally accepted by Turkey. The new proposals, which were prepared to meet this situation, entirely suspended the original proposal, and must be examined as a whole without acceptance of reference to the previous one. * SUPREME COUNCIL’S TERMS TURKS TO RETAIN CONSTANTINOPLE. (Received March 13, 11.20 p.m.) LONDON, March 12. The Supreme Council’s new terms provide that Turks shall retain Constantinople, and be given the chairmanship of the Jjfcraits Com mission, and two votes thereon instead of one. The Allies are to undertake to facilitate Turkey’s admission to the League of Nations if Turkey demonstrates her readiness to carry out the Treaty. TO PROTECT ARMENIANS FRENCH TO EVACUATE CILICIA. (Received March 12, 5.5 p.m.) LONDON,- March 11. ’ M. Briand has returned' to Paris. Before leaving London he concluded an agreement with the Turks whereby the French will immediately evacuate Cilicia, the Turks agreeing to protect the Armenians and all minorities.
