CALIFORNIAN QUESTION. NEGOTIATIONS END SUCCESSFULLY. AWAITING APPROVAL. By Telegraph—Press Assn. —Copyright Australian and N.Z. Gable Association. WASHINGTON, January 25. It is understood that negotiations between Mr Sliklefliajra and Mr Morris concerning the California question and the rights of the Japanese in America have been successfully, concluded. The approval of the Japanese and American Governments must be given before the conclusions of the two Ambassadors become effective. Mr Shidehara has submitted a report to the' Tokio Foreign Office, and Mr Oolby will consider Mr Morris’s report as soon as he returns from South America. The Senate Foreign Reflations 'Committee has 'been fully informed of every step in the negotiations, and there i» therefore nothing to prevent the Senate's approval should President Wilson decide tp submit the matter in the form of a treaty; hut it is not known what action either the President or Senate cbntem plates taking.
