(Received October 10, .5.5 p.m.) WASHINGTON, October 8The State Department announces that two Bolshevik submarines have been reported off Esthonia bound for Danzig to intercept munitions shipments to Poland. American naval forces in the Baltic have been instructed that the submarines should not be treated as hostile vessels- because the United States is not at war with Russia.
