BILLS BEFORE PARLIAMENT. By Telegraph—Press Assn.—Copyright . MELBOURNE, July 24. A bill has been introduced in the Federal Parliament to amend the Public Service Act. Its main features are tiiat the service will be placed under the control of a Board of Management with extended powers, and that adjudication in disputes is transferred from the Arbitration Court to a specially appointed arbitrator. A bill to amend the Quarantine Act provides power for the Commonwealth in an emergency to supersede the State quarantine regulations. It ex- I tends the law to air navigation, increases the restrictions on the landing I cif passengers, and extends" the power I of inoculation, to include any pro-1 phylactic treatment. j The Government has prepared a bill Ito %ive representation to the Northjern Territory in the Senate, and also to establish a board to regulate prices of foodstuffs there.
