President Wilson is conducting negotiations with Mr Gerard and the German Foreign Office regarding a reply acceptable to the United States. It is generally believed at Washington that Berlin is playing for time and anxious to prevent a rupture, seeking clues regarding the minimum terms the United States will accept.
