APPEAL TO ULSTER
TO GIVE HOME RULE A CHANCE. PAMPHLET BY SIR HORACE PLUNKETT. (Received July 24, 9.35 p.m.) LONDON, July 24. The Right Hon. Sir Horace Plunkett, in a pamphlet, appeals to Ulstsr to give Homo Rule a chance. Ho remarks that he can say with absolute certainty that if Ulster were to throw in her lot with Ireland she would find herself received with generous enthusiasm which would last, because it would bo founded in respect.
