A sensation has been, caused by the publication of General Savoff’s telegram from : Adrianople on May 6th, 1913, to the Bulgarian Premier, forecasting the second Balkan: war, and stating: While safeguarding our responsibility in the eyes of the Powers, we should provoke war with the allies, and by a decisive victory render it impossible for them to hamper the Bulgarian national programme.
