In the House of Lords, Lord Willoughby do Broke introduced a bill to create an Imperial force to supplement the Territorials, ' making the youth of the middle and upper classes compulsorily liable for nine months’ military training before the age of twenty-one years, ' and afterwards a fortnight’s camp annually. Public schoolboys, undergraduates, and persons with incomes of £4OO are among those liable.' Youths physically defective pay an extra income tax. Sir Willoughby de Broke said it was the duty of the upper classes to furnish an example to the masses. Lord Haldane described the measure as unworkable. The debate was adjourned.
