GREAT DISCONTENT REPORTED. Special to the “Times.” CHRISTCHURCH, October 21. To-night’s “Star” says information received privately in Christchurch states that there is much rancour amongst members of the Civil Service in the Dominion in regard to the promotions and increases recently. The feeling is especially strong in the traffic and clerical section of the Post and Telegraph Department on account of the somewhat extraordinary liberty shown towards younger members of the engineering branch of the department. It is reported that a meeting to discuss the point has been held in Dunedin, and that meetings will ue held in all the, other centres of the Dominion.
