HAYASHI’S REMINISCENCES

GREAT BRITAIN AND GERMANY.

By Telegraph—Press Association —Copyright (Times —Sydney * r Sun" Special Cables.) LONDON, September 14.

Sir Valentino Chirol, Director of tho Foreign Department of. “The Times,” affirms that there is nothing novel or sensational in the late Count Hayashi's reminiscences. The negotiations for an Anglo-Japaneee alliance were fully known to those in close touch with the international position. One section of the Japanese Court favoured an alliance with Russia; tho other preferred one with Groat Britain. What was less known tp tho public was that towards the close of tho Boer war Germany was disposed to seek a rapprochement with Britain, but' only on terms which would have involved Britain in heavy responsibilities in Europe, Africa, and America without involving Germany in any corresponding responsibilities in Asia. German statesmen had always affected to suspect that Britain wanted to use Germany as her sword against Russia.
