Gallipoli refugees state that tho Turkish army is hopelessly demoralised. The men are half starving and are threatening pillage. Numbers of officers and men have left, seeking food and ■ shelter elsewhere t Vessels passing tho Dardanelles report that the Turks at Gallipoli are huddled around campffires. There are bitter northerly winds, and_ the heights are snowclad. BULGARIA AND ROUMANIA ROUMANIA ACCEPTS PROPOSAL FOR MEDIATION. (Received February 23, 5.5 p.m.) BUCHAREST, February 23. The Cabinet has decided, in deference to the wishes of tho Powers, that Koumama shall accept Sir Edward Grey’s proposal for mediation in the hope that tho decision may be expeditious. HAKKI PASHA NOT ON A PEACE OB OFFICIAL MISSION. TURKEY NO INTEREST IN CONTINUING WAR. LONDON, February 22. TTnlrki Pasha, in an interview, denied that he was on a peace or official mission. Turkey hoped that the Ambassadors’ Conference might arrange a satisfactory peace formula, safe-guard-ing Constantinople, the Sea of Marmora, tho Dardanelles and Asia Minor. Turkey had no interest in continuing the war. Her lost territory cannot be recovered. The Servian delegate informed the Ambassadors’ Conference that Serna associated herself with the Montenegrin demand for Scutari and also tho exclusion of Dibra from Albania. STARVING REFUGEES 22,000 FROM EPIRUS. LONDON, February 22. A message from Athena says that there are 22,000 Epirus refugees at Corfu, Prevenza, Arta, Cephalonia, TrikaLa, and Larissa. The relief committees are succouring them, but their funds are insufficient. Firing was heard in the direction of Janina. The Turkish troops and irregulars attacked the Greek camp at Devrentza, but were driven back with heavy losses.
