THIRTY-EIGHT KILLED BY BOMBS IN USKUP.
SALONICA, August 4. Two bombs exploded in a market at Uskup, and two Jews, four Moslems and tnirty-bwo Bulgars were killed. Fourteen others were wounded.
ICABIAN INDEPENDENCE PROCLAIMED.
ATHENS, August 4. Tho inhabitants of Icaria, an island in the Aegean Sea, in desperation at repressive measures, imprisoned the Turkish officials and gendarmes. Tho islanders then proclaimed their independence.
CHAMBER DISSOLVED. FRESH ELECTIONS WITHIN THREE MONTHS. (Received August 6, 10.15 p,m.) CONSTANINOPLE, August 5. The Government has persuaded the Senate to assent to tho dissolution of the Chamber of Deputies, and is ordering fresh elections to be held within three months. The Committee of the Union of Progress is intriguing to secure the downfall of the War Minister. The Government continues to arrest insubordinate army officers. OUTRAGE ON MONTENEGRIN ' BORDER. CETTTNJE, August 5. Turks built a blockhouse on the Montenegrin frontier and fired at a party of Montenegrin Guards. The population then stormed the blockhouse. Fifty dead Turks were found in the entrenchments, and fifteen Montenegrins were killed.
