PROPORTIONAL REPRESENTATION. It bfa boon suggested that proportional representation should bo applied to the four greatest centres of population, but not to the balance of .the country. The trouble’ with this is that in any event tho adoption of proportional representation would bo temporarily to the disadvantage of tho United Labor Party. To limit it to these cities only would most seriously aggravate this disadvantage. The party is in favor of proportional representation, and will, with the best of spirit, submit to the disadvantages temporarily, but certainly not if that disadvantage is to be made permanent. There can be very little question that with a two years’ camj-aign we can cany practically every seat for tho United Labor Party in each of the four larger cities. Under tho present rule wo would get them ail. Under proportional representation we would get only about half of them. Wo will surrender one-half the seats in these centres for a fair chance to fight for our proportion of the seats in the country districts, otherwise such a proposal would be most unfair and ought not to bo adopted.
