involves dishonour for UNITED STATES. POSSIBLE DELAY IN OPENING. WASHINGTON, August 1. Senator Leroy Percy opposes the Panama Canal Bill. He .declares that it is in direct opposition to the HayPaunoefote Treaty and is a blow to the United States. The national honour of the States is too_ great to stoop to the practices embodied in the measure. Its adoption would be entirely unworthy of the nation. . He hopes the Bill would never become law. Unless Congress this session provides for the operation of the cSTnaf, President Taft and Mr W. Stimson, Secretary for War,, believe that it will be impossible for the engineers to keep their promise to open the cfinal to ships next year. The opimon at the White House is that the prospect of any action this session is growing dimmer. President Taft may -send a special Message to Congress.
